The island is small. The differences between its villages are not.
Forty minutes on a map can mean a different water table, a different zoning colour and a different life. This is a reading of Bali by place, written for people who have to pick one.
Pink, yellow, red, green
Before the view, before the price, find out what colour the plot is. RTRW is the provincial spatial plan; RDTR is the detailed regency plan, and where an RDTR exists it governs, down to plot level: coverage ratio, floor area, permitted height, setbacks, permitted use.
Pink is tourism, and it is the only colour under which commercial villa letting is fully legal. Yellow is residential, which suits owner occupation and longer lets, but daily rental is not a recognised primary use. Red is commerce. Green is agriculture and conservation, and a commercial villa permit there is not available anywhere on the island without a formal rezoning process.
You can check this yourself in the ministry's public RDTR viewer before anyone shows you a single photograph. Any agent unwilling to name the colour and the plan reference has told you something useful.
Every location has an ecology, and it will send you the invoice
Choosing a village is also choosing an ecosystem you are about to lean on. The Bukit is uplifted limestone, dry and porous, and it holds water badly. The rice belt inland holds water beautifully, which is precisely why building there is restricted.
Tourism is estimated to account for around 65 percent of the island's water use, and residents report wells failing in peak season. In September 2025, flooding killed 17 people and the environment minister publicly linked the damage to land conversion and forest loss, with tree cover in some areas below four percent.
That is not background colour for a location guide. It is the reason a plot that looks like a bargain in July can be unusable in February, and the reason we will talk you out of some addresses.
